Endowment of Trust,

The Trust to be endowed by Government with a paymen of $350,000 (aouivalent to 3% of the Estimated kate- able Value of the Colony for 1904) together with half the proceeds of Land Sales each year, for a period

of at least ten years.

Termination of Trust.

On the ternination of the Trust all property of the

Trust to revert to the Government,

RRASONS for the CONSTTEMPTON of the TRUST,

1. The necessity for the inorovement of the Colony. The urgent necessity for the improvement of the

Colony of Hongkong cenuires little or no explanat-

ion. The recrudescence of Bubonic plague every year:

the great sacrifice of life from plaque, the resul-

ations in all other Ports under which all vessels

touching at Bonskont see olaced in ouarantine, the

consequent enormous loss in trade and money to the

shioping and comercial community, and the great

loss to the Government and the hatepayers in money,

(the cost of administration of the Sanitary Boaci,

alona, amounting now to the large sum of Five

hundred thousand Collars oer annum) all prove that

SOMA MEASUces are urgently reduired for the

inocovenant of the Colony,

Tt is 9 years now since the plasus broke out in its

viplant form in Hongkong and no measures yet

takan have abated the olasue and it is clear now,

never will do so until all the insanitary areas,

and the insanitary buildings in the Colony are

removed, nex streets laid and buildings erected

on strict sanitary conditions, the result of which

will be hob only the direct improvement of the Colony
